Education of Foreign Students

The admission of foreigners and stateless persons to Leonid Yuzkov Khmelnytskyi University of Management and Law is carried out in accordance with the legislation of Ukraine and the University Admission Rules for 2026 (https://surl.lt/ndohdd).
1. Selection of an Educational Programme
Foreigners are admitted to higher education programmes (except for persons admitted to higher education on the same terms as citizens of Ukraine) only if the educational programmes are accredited (перехід на закладу «Освітні програми»).
2. Submission of Documents to Obtain an Electronic Invitation
Foreign students are recruited through the Unified Interdepartmental Information System of Ukraine for Foreigners and Stateless Persons (https://isa.gov.ua/auth ). To apply for admission (an internship) to the University, a foreign citizen creates a user account in the Unified System (hereinafter referred to as the electronic account) and submits an electronic application to the University for an electronic invitation. The following electronic copies of documents shall be attached to the application through the Unified System:
a document confirming the degree (level) of education obtained by the foreign citizen abroad, on the basis of which admission is sought, and its supplement (if such a supplement is required by the legislation of the country in which the document was issued)*;
an academic transcript issued by a foreign/Ukrainian vocational, professional pre-higher or higher education institution (in the case of transfer or reinstatement beginning from the second year of study)*;
the foreign citizen’s passport document or a document identifying a stateless person;
a colour digital image of the person’s face.
Before a foreign citizen is enrolled for study (an internship) at the University, the documents marked with an asterisk (*) must be certified in their country of origin in the manner officially used in that country (consular legalisation, including legalisation by the relevant diplomatic mission of Ukraine, or an apostille for countries that are parties to the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents), except for documents issued in Ukraine. The documents marked with an asterisk (*) and their Ukrainian translations are analysed for compliance with the University’s admission requirements and the recognition procedure (validation).
Based on the results of the compliance analysis (validation) of the education document, the University prepares a conclusion on the validation results (hereinafter referred to as the conclusion), which is entered into the Unified System.
An electronic invitation to study issued through the Unified System is valid for no more than six months from the date on which the higher education institution’s qualified electronic seal or the qualified electronic signature of its authorised representative is affixed. Instructions for foreign applicants   Інструкція-іноземного-вступника
3. Obtaining a Visa to Enter Ukraine
Citizens of countries subject to a visa entry regime must obtain a Type D student visa from a diplomatic mission of Ukraine. Information on whether a visa is required is available on the website of the Ministry of Foreign Affairs of Ukraine (https://mfa.gov.ua/en/consular-affairs/entry-and-stay-foreigners-ukraine/entry-regime-ukraine-foreign-citizens ).
 
4. Taking the Entrance Examination
Foreign citizens are selected competitively on the basis of the entrance examination for foreigners, taking into account the specific features of the selected educational programme. The entrance examination grade is the only component of the competitive score for this category of applicants.
Entrance examinations for admission to bachelor’s and master’s degree programmes are held from 1 June to 10 October 2026.
For admission to a bachelor’s degree programme on the basis of complete general secondary education, the entrance examination is administered by the University’s subject examination boards in the following general education subjects:

For admission to a bachelor’s or master’s degree programme on the basis of a previously obtained relevant degree (educational qualification level), foreign citizens take entrance examinations:
•    in a foreign language — English or German for Ukrainian-language programmes, and English for English-language programmes;
•    in Ukrainian — for Ukrainian-language programmes;
•    in a subject relevant to the chosen speciality.
Foreign citizens may be admitted in person and/or remotely. During remote admission, the University verifies the applicant’s identity and conducts entrance examinations remotely, with mandatory video recording.

5.    Entry into Ukraine and Final Enrolment
Before arrival, the foreign citizen enters information about the time and place of crossing the state border of Ukraine in the electronic account. Upon arrival at the University, the student submits the original documents to the Admissions Committee:
1) the original and a copy of the document confirming the previously obtained educational (educational qualification) level on the basis of which admission is sought;
2) the original and a copy of the supplement to the document confirming the previously obtained educational (educational qualification) level on the basis of which admission is sought (if available);
3) an academic transcript issued by a foreign/Ukrainian educational institution (in the case of transfer or reinstatement beginning from the second year of study);
4) the original and a copy of a document containing information on the curriculum completed at the previous higher education degree (level), credits earned, duration of study and academic performance in individual subjects (if this information is absent from the diploma supplement), when applying for a master’s degree and the absence of such information makes recognition of the qualification impossible;
5) a copy of the foreign citizen’s passport document or a document identifying a stateless person;
6) a medical insurance policy, unless otherwise provided by international treaties of Ukraine;
7) four photographs measuring 30 × 40 mm; 8) a copy of the Certificate of a Ukrainian Living Abroad (if available);
9) foreign citizens applying under academic mobility programmes submit the documents required by the admission rules of the higher education institution and/or by the relevant international programmes and/or agreements under which academic mobility is implemented.
The documents specified in subparagraphs 1–5 must be translated into Ukrainian, with the translation notarised.
The documents specified in subparagraphs 1–4 must be certified in the country in which they were issued in the manner officially used in that country and legalised by the relevant diplomatic mission of Ukraine, unless otherwise provided by international treaties of Ukraine.
After submitting the original documents, the applicant concludes a study agreement (contract) and makes payment in accordance with its terms, after which the University issues an enrolment order.
The education document on the basis of which the foreign citizen was enrolled is subject to the recognition procedure in Ukraine in accordance with the law. If the document is found to be inauthentic, the academic rights it confers are found to be inconsistent, or recognition is refused, the University may expel the student.

6. Arranging Lawful Stay in Ukraine
After enrolment, a foreign citizen who will study in Ukraine obtains a temporary residence permit with the assistance of the relevant University unit. The following documents are submitted for this purpose:
•    a passport document with a Type D long-stay visa, if required by law;
•    a notarised Ukrainian translation of the passport page containing personal data;
•    a medical insurance policy;
•    a document confirming enrolment;
•    proof of payment of administrative fees;
•    other documents required by the migration legislation of Ukraine.
The permit is issued for the period of study and confirms the lawful grounds for the foreign citizen’s temporary residence in Ukraine.

7. Commencement of Classes, Including Remote Classes

Foreigners and stateless persons are admitted for the 2026/2027 academic year: to the FIRST year of a bachelor’s degree programme on the basis of complete general secondary education:

The duration of full-time study is 1 year and 6 months
