Department of Constitutional, Administrative and Financial Law

General Information

The Department of Constitutional, Administrative and Financial Law was established in 1995. Until 1998, it operated as the Department of Constitutional Law of Ukraine, and until 2000 as the Department of Constitutional and International Law. In 2000, the Department of Constitutional and International Law was merged with the Department of Administrative and Financial Law, resulting in the establishment of the current Department of Constitutional, Administrative and Financial Law. Since 2 December 2024, the Department has been headed by Candidate of Law, Associate Professor Olena HALUS.

Today, the Department employs five Doctors of Law, Professors: Oleksandr BUKHANEVYCH, Semen STETSENKO, Ihor SAMSIN, Anatolii SUBBOT and Oleksandr BRYHINETS; six Candidates of Law, Associate Professors: Olena HALUS, Roman HAVRIK, Iryna LYTVYNENKO, Iryna SOLODKA, Iryna STOROZHUK and Alla TOKAR; and three Doctors of Philosophy in Law: Kateryna VLADOVSKA, Ruslan HERASYMCHUK and Petro SALIUK.
At different times, the Department was headed by: Candidate of Law, Honoured Lawyer of Ukraine Liubomyr BORYSLAVSKYI (1995–1998); Candidate of Law, Associate Professor Vitalii BARANCHUK (1998–2002); Candidate of History, Associate Professor Yurii TOPOL (2002–2003); Candidate of Law, Associate Professor Iryna LYTVYNENKO (2003–2009); Candidate of Law, Associate Professor Olha KOHUT (2009–2016); Doctor of Law, Professor, Honoured Lawyer of Ukraine Ihor SAMSIN (2020–2021); Doctor of Law, Professor, Honoured Lawyer of Ukraine, Corresponding Member of the National Academy of Legal Sciences of Ukraine Oleksandr BUKHANEVYCH (2017–2020; 1 February 2022 – 22 November 2024).
A significant contribution to the development of the University and the Department was made by Doctor of Law, Professor Alla IVANOVSKA; Doctor of Law, Professor, Corresponding Member of the National Academy of Legal Sciences of Ukraine Nataliia MYRONENKO; and Candidate of Law, Professor Rostyslav OHIRKO.
At various times, the Department was also home to Doctor of Law Oksana MUZYKA-STEFANCHUK; Candidates of Law Olena BYS, Svitlana LUCHKOVSKA, Valerii KHOMA, Taras TSYMBALISTYI and Nataliia YANIUK; and Masters of Law Svitlana NAZARENKO and Myroslava BERTSIUKH.
The academic and teaching staff of the Department provide instruction in academic disciplines for students pursuing Bachelor's and Master's degrees, as well as the Doctor of Philosophy (PhD) degree.
