Leonid Yuzkov Khmelnytskyi University of Management and Law is a state higher education institution of the fourth level of accreditation, founded in 1992.
Brief History
The history of Leonid Yuzkov Khmelnytskyi University of Management and Law spans more than 30 years. During this time, it has evolved from a branch of the Odesa Open University, which initially had only 94 students, into a modern institution of higher education with over 2,000 students. The official founding date of Leonid Yuzkov Khmelnytskyi University of Management and Law is considered to be September 21, 1992, when, by decision of the Executive Committee of the Khmelnytskyi City Council of People’s Deputies, the Khmelnytskyi branch of the Odesa Open University was established — the first humanitarian higher education institution in the regional center.
In 1995, by Resolution of the Cabinet of Ministers of Ukraine, the Khmelnytskyi Institute of Management and Law was established and granted the status of a state institution.
In 2019, following the decision of the Khmelnytskyi Regional Council, Khmelnytskyi University of Management and Law was granted the proper name of Leonid Yuzkov, the first Chairman of the Constitutional Court of Ukraine.
Detailed Information
1992 marked the year of the foundation and establishment of what would become Leonid Yuzkov Khmelnytskyi University of Management and Law. By engaging the best academic and teaching staff from Kyiv and Khmelnytskyi, the university branch began forming its departments, admitting its first students, and organizing the educational process. The most challenging tasks—securing qualified personnel, establishing cooperation with other higher education institutions, and preparing for the first inspections—fell on the shoulders of the university’s founders and initiators: Vasyl Klymovych Andrushko and Leontii Illich Chornyi.
It was Leontii Illich Chornyi who became the first head of the Khmelnytskyi University of Management and Law, serving from 1992 to 1995. Thanks to his efforts, the institution obtained state status and received its first government-funded student places.
From 1995 to 2000, the university was led by Vasyl Klymovych Andrushko. During this period, the material and technical base of the university was significantly improved: new buildings were transferred to the institution, renovations were carried out, and housing was provided for faculty members.
From 2000 to 2002, the position of rector was held by Vitalii Mykolaiovych Oluiko. During his tenure, the university continued to strengthen its academic potential, engaging the first graduates as members of the teaching staff.
Between 2002 and 2006, Leontii Illich Chornyi again served as rector of the university. In 2004, after passing accreditation and attestation commissions, the institution was reorganized into the Khmelnytskyi University of Management and Law, which became a major milestone in its development. During this period, new academic programs of various educational levels were introduced, and faculty members defended their doctoral and candidate dissertations, thereby enhancing the university’s reputation.
Since 2009, the university has been headed by Doctor of Law, Professor, and Honored Lawyer of Ukraine, Oleh Mykolaiovych Omelchuk. Under his leadership, the university has opened new undergraduate, master’s, postgraduate, and doctoral programs, with the number of licensed student places increasing each year. The university currently has three faculties with 12 departments and operates a legal clinic where students and legal consultants provide free, high-quality legal assistance to low-income populations. A student business center is also actively functioning, helping participants develop leadership qualities, entrepreneurial skills, pedagogical abilities, psychological resilience, and a strong drive for continuous self-improvement. Since 2019, the university has had access to international scientific databases Scopus and Web of Science, funded by the state budget.
In the same year, the university was named after Leonid Petrovych Yuzkov, the first Chairman of the Constitutional Court of Ukraine.
Today, Leonid Yuzkov Khmelnytskyi University of Management and Law is one of the most prestigious institutions of higher legal and management education and research in Western Ukraine, where specialists are trained at a high professional level, taking into account the latest achievements of modern science.
The contemporary university successfully combines the latest scientific advancements with the traditions of classical higher education. Thanks to this effective integration, the university has become one of the most prominent centers of legal and management education and research not only in the region but throughout Ukraine.
Faculties: Law, Management and Economics, and Public Administration.
The high quality of education provided at the university is directly proportional to the professional level of teaching and the effective implementation of modern educational systems and methodologies. The university continues to strengthen its academic staff every year. Currently, 12 departments are operating within two faculties, as well as a legal clinic — the oldest of its kind in Ukraine. The clinic’s students and legal consultants provide highly professional legal assistance to low-income citizens, win national and international competitions, and participate in numerous grant programs. The university’s Student Business Center is also gaining momentum, serving both as a base for practical training and as a unique school for future entrepreneurs.
Male students have the opportunity to obtain the rank of Junior Reserve Lieutenant by completing a training course under the Reserve Officer Training Program of the Armed Forces of Ukraine.
Another major achievement, not only for the Faculty of Management and Economics but for the entire region, is the Master’s program in Public Administration and Management. For over ten years, Leonid Yuzkov Khmelnytskyi University of Management and Law has been the only institution in the region to train specialists of this level for public authorities and local self-government bodies.
Language of instruction. The language of instruction at the University is the state language (Ukrainian). To promote international academic mobility, the University may decide to teach one or more courses in foreign languages, ensuring that students also master the same subjects in the state language.
Library. The University takes pride in its modern library, which offers readers access to around 70,000 volumes of the latest academic publications and over 10,000 titles of essential periodicals for today’s students. In addition to a spacious reading hall and lending department, students have access to advanced computer technology for their studies and research.
The university’s telecommunications network is based on fiber-optic communication channels. A unified computer network connects the main buildings — Administrative Building (Building I), Faculty of Management and Economics (Building II), Faculty of Law (Building IV), Building V, the scientific library, and the legal clinic, among others. The local area network (LAN) includes 50 network switches with data transfer speeds of 10/100 Mbps. Seven computer labs provide access to the global Internet and the LIGA-ZAKON legal information and search system.
Research activity. The university actively conducts research involving both faculty members and students. This work is greatly supported by the Scientific Society of Students, Postgraduates, Doctoral Candidates, and Young Scholars. Representatives of academic schools from both neighboring and distant countries regularly participate in the traditional national and international conferences organized by the university. For more than 15 years, the most popular scientific events have been the “Autumn Legal Readings” and “Statistical Assessment of Socio-Economic Development” conferences. The result of such productive research activity is the publication of one of the country’s most respected academic journals — “University Scientific Notes.”
Internships. Education at the university is closely aligned with real-world practice. Students apply their knowledge during internships and placements at the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the Constitutional Court of Ukraine, as well as in local executive authorities, municipal administrations, judicial bodies, and law enforcement agencies.
Material and technical base. The university’s material and technical base includes five academic buildings, which have become not only the university’s hallmark but also an architectural adornment of the city. It also comprises a scientific library, a legal clinic, a student dormitory and a hotel-type residence “Eneida”, as well as a scenic recreation base named after Serhii Matsyshen located in the village of Pyrohivtsi, Khmelnytskyi district.
Student life. The Student Council and Student Trade Union serve as real schools of leadership and organization—qualities that are essential for the future development of the nation. Participation in student lecture groups on public legal education allows students to develop their public speaking and communication skills.
Student life at Leonid Yuzkov Khmelnytskyi University of Management and Law is vibrant and diverse. Everyone can find an activity that suits their interests—whether in sports, tourism, or the arts. Among the university’s most well-known traditional celebrations are “Freshman’s Debut,” “Miss University,” and the “Golden Aeneas” Student Festival, held annually in honor of International Students’ Day.
